Connect laptop to Television?

Why can someone watch Television, but isn’t allowed on a personal because of epilepsy?

Someone I know has this problem, and although I understand about photosensitive epilepsy I don't comprehend the difference between Television and computer screens. Is this true? If so, why? Probably one of the fans, if it's not beeping.
Might be a CD ROM drive. Check and see if anything is in there… it usually starts during boot and stops after boot.

i had this problem when i updated the drivers, maybe installing the old ones, or a older version should fix the problem.
Nvidia usually store there drivers on your comupter in
c:\Nvidia
find the old version in there open the folder, and locate the setup.exe file and install
