i use Safari web browser and everytime i try to use a 'ctrl' function (e.g. 'ctrl t' for a tab it wont work!.. it just does nothing.

the 'ctrl' function works in Microsoft Word etc .. how can i get it back in my web browser?

That's just one of many bugs in Safari for Windows. Apple does a very poor job of writing Windows versions of their software. You either live with the bugs, or stick with IE, Firefox, Opera, or Google Chrome.
