www.freewebs.com | Create a free account on their and do a free website on it. You can also use it for just file hosting, so you can create your website in Photoshop, Code in Dreamweaver.. Whatever takes your fancy.

If you want to build from scratch I recommend reading tutorials from www.pixel2life.com - Site has been around for years, completely free tutorials on almost anything world wide web related coding, graphics etc.

But if you just want to follow a template etc go to the freewebs.com and follow their guide.

Your question is a little confusing. By a free website do you mean that you want to build and upload a site to a server that offers you free hosting? I presume that this is what you are asking.

Most ISPs offer free hosting to their customers but this is usually pretty limited. They will not offer you domain name registration or cPanel services. If you just need to put up a few html pages, this may be enough for you. Good place to start anyway, you can always migrate.
