Such a lame question i know…but i was wondering how to get this “~” above a letter…

That squiggle is called a tilde.

You can look up codes for languages that use ~ over a letter and type them in. (ex: alt 0209 gives Ñ)

Or you can use (in windows) the Regional and Language options to install another keyboard layout that will make it easy. For example, to install a Spanish keyboard you do this:

Control Panel, Rgional and Language Options, Languages, Details

Under Installed Services, select Add

For Input Language select Spanish(something).

For Keyboard choose United States-International

Click Ok

You see two keyboards under Installed Services. Click Ok.

On the right of your taskbar you see “EN”. Click on it and select the other keyboard.

Now to type ñ, hold the shift key and hit the ~, release the shift and hit n.

As someone has rightly stated, if you want the acute accent, i.e. é, pressing the Alt Gr key in combination with the letter will produce that. However, for other accents, such as ~,etc you need to insert from symbols. If there are accents you use a lot, you can convert them to shortcut keys or a macro.
