Answer:
You just cut your self out using the polygraph tool thing

then drag you self onto a new canvas with the background on

go to the layer options and select stroke , then type your name

its fairly simple

(the tool to cut you out is the one above the crop tool on this image)

then to get the stroke you click add layer style , look on this image here

its really simple , if you keep practicing on photoshop you'll soon get the hang to do that and a lot more
